McNamara; and Secretary of Health, Education, and Welfare Abraham Ribicoff from President John F. Kennedy. Also included are memoranda regarding a rescission of Executive Order 8683, under which the United States Navy exercised entry control into the Guam Island Naval Defensive Sea and Airspace Reservation.
