Also included is a memorandum from Secretary Rusk to President John F. Kennedy regarding his UN address; a memorandum of the United States economic and social initiative at the UN General Assembly; and a booklet by the Department of State titled, “Freedom From War: U.S. Program for General and Complete Disarmament in a Peaceful World.”
