Kelly as Assistant Secretary of the Interior; lack of understanding of Interior matters in the Department of State; the Federal Power Commission’s objections to new regulations in 1963; JFK’s staff system; and Interior Secretary Stewart L. Udall’s working relationship with both JFK and LBJ, among other issues.
