This folder contains correspondence between Walter W. Heller and Edward S. (Ned) Flash, Jr., Assistant Professor of Public Administration at Cornell University. Enclosures include draft manuscripts for Flash's book "The Politics of Advice" (later published as "Economic Advice and Presidential Leadership"), which he sent to Heller for feedback. This work was a study of the relationship between the Council of Economic Advisers and the President.
