Welsh with a three person panel consisting of journalists Ted Knap, James Carroll, and Jep Cadow.

In his speech the Senator discusses domestic economic issues and a need for legislation to aid in the rehabilitation of the agricultural industry. Of note is a copy with notations by Senator Kennedy.
