Also included in this folder are letters from Premier Khrushchev to President Dwight D. Eisenhower and John J. McCloy, Advisor to President Kennedy on Disarmament. This folder contains some Russian-language material.

This folder contains memoranda regarding the launch of meteorological satellite TIROS III and providing space launcher assistance to other countries. Also included in this folder is a report by the United States Air Force discussing the U.S. space program and the following goals: earliest practicable achievement of manned lunar exploration, early international operational satellite communication capability, early international satellite weather prediction capability, an aggressive program of scientific investigation, and support of an adequate booster program capable of meeting civilian and military needs.

Also included in this folder is a report by James E. Webb, Administrator for NASA (National Aeronautics and Space Administration), and Secretary of Defense Robert S. McNamara titled, “Recommendations for our National Space Program: Changes, Policies, Goals.”

Also included in this folder is a report by the Air Force Space Study Committee concerning a development gap in the space programs of the Soviet Union and United States, a threat to the national security of the U.S., satellites, payload sizes in orbit, the development of launch vehicles, space weapons systems, the manned space program, and ICBMs (intercontinental ballistic missiles).

Also included in this folder is a report by the United Nations (UN) General Assembly Ad Hoc Committee on the Peaceful Uses of Outer Space dated, July 14, 1959. Topics include communications satellites, arrangements for an international operational system, liability for space vehicle incidents, and UN registry of space launchers.

Also included in this folder are telegrams and memoranda concerning astronaut Colonel John Glenn’s successful orbit around the Earth, a directive from the Department of Defense for military space programs, and Soviet Union criticisms of the U.S. space program.

Kennedy and McGeorge Bundy, Special Assistant to the President for National Security Affairs. Topics include the threat of communism, guerilla warfare, Vietnam, and policy planning. Also included in this folder is a copy of a speech given by Rostow on disarmament at the 6th Pugwash Conference held in Moscow. Of note is a letter to Rostow from Massachuetts Institute of Technology (MIT) Professor Leon Trilling regarding the Soviet Union’s space program.

The NSAM is in regards to a memorandum titled, “A Separate Arms Control Measure for Outer Space,” to President John F. Kennedy from Director William C. Foster.

Materials primarily consist of draft press conference announcements and briefing papers for the President on domestic and foreign affairs and national security. Topics include the economy, disarmament, the military space program, Latin America and the Alliance for Progress, the Soviet Union and Berlin, and foreign aid. Of note are materials relating to recent activity surrounding Cuba, including an increase in supplies and technicians from the Soviet Union and the possibility of lawyer James B. Donovan traveling to Cuba to negotiate for the release of prisoners.
