In addition to information from the Council of Economic Advisers, there are also proposed legislative programs submitted by the Post Office Department, Civil Service Commission, United States Information Agency, General Services Administration, Panama Canal Zone Government, Department of Justice, Federal Communications Commission, Department of Labor, and Department of Health, Education and Welfare.

This folder contains material pertaining to a request for comments from the Council of Economic Advisers on proposed reports by various agencies on enrolled bill H.R. 11, which would amend section 2(b) of the Clayton Act, as amended by the Robinson-Patman Act, to provide that a businessman may in good faith meet the equally low price of a competitor only if the effect of such action may not be substantially to lessen competition or tend to create a monopoly in any line of service. There are proposed reports with the opinions of the Small Business Administration, the Federal Trade Commission, the Department of Commerce, and the Department of Justice.

Morrissey, and various persons both known and unknown to the Congressman. Materials are mainly expressions of and responses to public opinion regarding Latvian refugees in Boston, Massachusetts. Of note are appeals made by Representative Kennedy to President Harry S. Truman, the Department of Justice, and the Immigration and Naturalization Service (INS); and correspondence between Mr. Morrissey and Mary W. Davis, Representative Kennedy's secretary in the Washington, D.C., congressional office, regarding legislation proposed by the Congressman to address the issue.

Also included in this folder are numerous memoranda for the President from Attorney General Robert F. Kennedy.
