In his speech, the Senator promotes the reelection bid of Senator Paul Douglas and recommends strategies for the Democratic Party in the 1954 campaign. He also discusses foreign policy issues, including the French war in Indochina. Of note is one page with notations by Sargent Shriver.

The candidates answered questions on numerous issues, including agriculture, the economy, education, foreign policy, and medical care for the aged. The debate was held in Chicago, Illinois and moderated by Howard K. Smith, with a four person panel consisting of journalists Robert Fleming, Stuart Novins, Charles Warren, and Sander Vanocur.
