In this interview Hart discusses his tenure as the U.S. Ambassador to Saudi Arabia including King Saud’s visits to the United States for medical treatment beginning in 1961; the issue of the Dhahran Airfield and the American military’s use of it; the creation of the Saudi cabinet and political leadership and the transition to Faisal [Faisal, King of Saudi Arabia] in power; the revolution in Yemen and the problems and tensions it caused within Saudi Arabia and between Saudi leaders and other governments; the debate over U.S. recognition of the new Yemen Republic; various meetings of Near East State Department staff from 1961 through 1963; communication between President John F. Kennedy and Faisal; oil matters in the Near East and different oil companies and related groups; Soviet interest in Middle East oil and in Saudi Arabia; and the work of American advisers in Saudi Arabia, among other issues.

Topics include the liberalization of trade policy, a proposal by Secretary of Commerce Luther Hodges to shift leadership of foreign trade policy from the Department of State to the Department of Commerce, and extending most-favored-nation status to Poland and Yugoslavia. Of note are memoranda from 1957 concerning recognition of Poland as a most-favored-nation. Also included in this folder are a Foreign Commerce Study on the State Department’s role in the Reciprocal Trade Agreements Program and Executive Orders 10082, Prescribing Procedures for the Administration of the Reciprocal Trade-agreements Program, and 10741, Establishing the Trade Policy Committee.

Of note is a memorandum from Secretary of State Dean Rusk titled, "Arrangement Concerning the Stationing of Weapons of Mass Destruction in Outer Space." Also included in this folder is an issue of Lloyd's Bank Review.

This folder contains background material collected by the office of President John F. Kennedy's secretary, Evelyn Lincoln, for the President's News Conference of July 5, 1962 (News Conference 38). Materials primarily consist of department and agency reports and briefing papers for the President on domestic and foreign affairs and national security. Topics include the economy, current labor statistics and disputes, disarmament, statistics on Latin America, and trade. Of note are memorandums to the President by Chairman of the Council of Economic Advisers Walter W. Heller concerning the stock market in the United States and gold and dollar losses since 1953, and a draft statement on foreign aid containing annotations by President Kennedy. Also included in this folder is an issue of The New Republic, dated July 9, 1962.

Of note is a draft of a memorandum from Special Assistant to the President for National Security Affairs McGeorge Bundy titled,"A Framework for Executive Operations in the State Department."
