Kennedy, regarding staffing issues and the transition into the White House, including a memo discussing President Franklin Roosevelt’s staffing of the White House, and approaches for various departments and agencies. Also included in this folder are memoranda from Neustadt to President Kennedy on numerous administrative policies, Great Britain and the European Common Market, and a study of the Skybolt missile program and its subsequent cancellation.
