Kennedy’s speech given before the National Council of Women at the Waldorf Astoria Hotel in New York City during his 1960 presidential campaign. In his speech he discusses United States foreign policy measures that contribute to the rise of communism in Africa; and a need for a multi-national development loan fund to provide educational programs, and agricultural and economic aid to emerging African nations.
