This file contains copies and a draft of Senator John F. Kennedy’s speech titled, “Civil Rights for All Americans,” given at a reception at the Jewish Community Center in Milwaukee, Wisconsin. In the speech he discusses the importance of the 14th and 15th Constitutional Amendments and the Civil Rights Act of 1957 to democracy, and proposes revising legislation to create enforcement provisions guaranteeing the right to vote for every citizen. Of note, the draft contains notations by the Senator.
