"Al" Simpson of Wyoming debate low interest loans to the Soviet Union and a failed legislative amendment proposed by Senator Jesse Helms of North Carolina to offer similar low interest loans to American farmers. They discuss defense appropriations and issues concerning the United States Air Force.
