In his remarks he discusses a need to ensure equal opportunity for all Americans. Also included is a draft of the Senator’s speech given at a public rally at the Hotel Theresa in Harlem, New York City discussing his record on civil rights legislation. Of note, the draft contains notations by the Senator.
