This file contains copies of Senator John F. Kennedy’s speech titled, “The Years the Locusts Have Eaten,” given at a Democratic Party of Wisconsin convention held in Milwaukee, Wisconsin. In the speech he discusses the 1960 presidential campaign, concerns over the growing influence of communism, and the achievement gap between the United States and Soviet Union.
