Somers titled "Reconsideration of the Capital Gains Tax"; a draft Council of Economic Advisers staff paper on developments in the tax field in 1961; testimony of Stanley S. Surrey before the Canadian Tax Foundation and before the Senate Finance Committee on H.R. 10; a critique of the federal tax system by Dan Throop Smith; and a paper by Robert Anthoine and Henry S. Bloch titled "Tax Policy and the Gold Problem."
