Materials pertain to the new Guatemalan Ambassador to the United States Carlos Garcia-Bauer and political situations in Guatemala and Haiti. Of note are letters to President Kennedy from President of Guatemala Miguel Ydigoras Fuentes regarding Cuba and Prime Minister of Cuba Fidel Castro. Also included in this folder is a memorandum to the President from Deputy Secretary of Defense Roswell Gilpatric titled, “Capability of the Guatemalan Government to Control Riots.” This folder contains some foreign language material.
