Dictation Belt 3A contains eight sound recordings from September 10, 1962. Item 3A.1 is a telephone conversation between Personal Secretary Evelyn Lincoln and Phil Regan. Regan announces that David McDonald will call back. [White House Operator?] announces the call. Item 3A.2 is a telephone conversation between Personal Secretary Evelyn Lincoln and Robert Troutman. They discuss an auto accident in Los Angeles in 1960 and a related lawsuit. [White House Operator?] announces the call. There is a long delay before the conversation, and machine noise follows the conversation. Item 3A.3 is a brief telephone exchange between President John F. Kennedy and David McDonald. President Kennedy states that he is going ahead with Willard Wirtz, referring to his appointment of W. Willard Wirtz to serve as Secretary of Labor. [White House Operator?] announces the call. The recording ends abruptly. Item 3A.4 is a telephone conversation between Press Secretary Pierre Salinger and a White House Operator. Salinger asks the operator to place a call to Cornelius J. (C.J.) Haggerty. Machine noise follows the conversation. Item 3A.5 is a brief telephone exchange between President John F. Kennedy and one or two unidentified speakers. This is badly garbled recording. Item 3A.6 is a telephone conversation between President John F. Kennedy and Secretary of the Treasury C. Douglas Dillon. They discuss a strategy for dealing with legislators on H.R. 10, the Self-employed Individuals Retirement Act of 1962. The beginning of the recording is very garbled. Item 3A.7 is a brief and fragmentary exchange between operators. The recording includes office noises. Item 3A.8 is a sound recording of part of a conversation between President John F. Kennedy and approximately six unidentified people, possibly including Reverend Billy (William Franklin) Graham and former President Dwight D. Eisenhower. They discuss guerrillas in Colombia. This is not a telephone conversation, but rather a conversation recorded when the telephone was left off the hook. It is a very poor quality recording. The recording of this conversation ends abruptly and continues on Dictation Belt 3B.1.Transcript included. In the third telephone exchange, Personal Secretary Evelyn Lincoln notifies a man at the West Lobby about an impending delivery from “Mr. Nelson from the Civil Rights Commission.” Machine noise follows.
In the fourth telephone exchange, [White House Operator?] announces a call to Personal Secretary Evelyn Lincoln from Phil Regan. The recording of this telephone exchange ends abruptly, and the full exchange (including this fragment) is recorded on Dictation Belt 3A.1.

In the second exchange, a man identified as “George” offers President Kennedy congratulations on the appointment of Arthur J. Goldberg. The recording of the exchange begins in mid-sentence.
