This file contains memoranda to McGeorge Bundy, Special Assistant to the President for National Security Affairs, from National Security Council staff member Samuel E. Belk regarding a report by a panel led by Vice President of the Carnegie Corporation James A. Perkins for a proposed Foreign Affairs Academy (also referred to as The National Academy of Foreign Affairs) for continuing education and training in the areas of national security and foreign affairs. The materials relate to National Security Action Memoranda number 131 (NSAM 131) titled, “Training Objectives for Counter-Insurgency.”
