Topics include United States reconnaissance operations in Cuba, protocol for U.S. flights over Cuba, and increased economic and military aid to Cuba by the Soviet Union. Of note is a draft of a proposed statement on Cuban policy for President John F. Kennedy containing annotations and edits by the President.

Topics include a schedule for the advance security and planning teams; suggested itineraries for President Kennedy; staff designations for coordination between the White House and Brazil; and the form of scope, talking, position, and background papers in preparation for the President’s trip. Also included in this folder is a press release of an exchange of letters between President Kennedy and President of Brazil João Goulart regarding the postponement of the November 1962 trip due to the Cuban Missile Crisis.
