Also included are letters regarding Senator Kennedy’s decision not to speak at a memorial service for four interfaith chaplains who died during World War II.

In the speech the Senator addresses relations between the United States and the Soviet Union; Communism; disarmament; the importance of scientific development in the United States; and aid to areas in need, such as Latin America, the Middle East, Africa, and China.
