This folder contains Department of State telegrams regarding a visit by NATO (North Atlantic Treaty Organization) Secretary General Dirk Stikker to Washington, D.C. to meet with Secretary of Defense Robert McNamara, Secretary of State Dean Rusk, and President John F. Kennedy. Also included in this folder are briefing memoranda concerning areas of discussion for the meetings such as the Nassau Agreement, a MLF (multi-lateral force) within NATO, the status of conventional forces build-up, a strengthening of political consultation, and NATO defense planning.

This folder contains Department of State telegrams regarding the United States, Soviet Union, and Berlin. Topics include Berlin contingency planning, TTD (temporary travel document) policy and discussions on civilian traffic between East and West Germany, the shooting of a refugee at the Berlin Wall and the refusal of East German guards to permit entry to a British ambulance; and a plebiscite proposal for West Berlin. Of note is a draft of a memorandum of conversation between West Germany Mayor Willy Brandt and President John F. Kennedy discussing Berlin.

Topics include the possible withdrawal of a U.S. garrison in Berlin; TTD (temporary travel document) policy discussions; incidents in the Berlin air corridor between the Soviet Union and Allied aircraft; an upcoming trip to Washington, D.C. by Mayor of West Berlin Willy Brandt; and the right of asylum for East German refugees. Of note is a background paper by the Department of State and U.S. Information Agency (USIA) titled, “Berlin in Brief.”

This folder contains telegrams from Department of State officials, including United States Ambassador to Brazil Lincoln Gordon, regarding proposed trips to Brazil in July and November 1962 by President John F. Kennedy and subsequent postponements. Topics include a schedule for the advance security and planning teams; suggested itineraries for President Kennedy; staff designations for coordination between the White House and Brazil; and the form of scope, talking, position, and background papers in preparation for the President’s trip. Also included in this folder is a press release of an exchange of letters between President Kennedy and President of Brazil João Goulart regarding the postponement of the November 1962 trip due to the Cuban Missile Crisis.

Also included in this folder is a draft statement announcing the postponement and a memorandum to President Kennedy from White House Press Secretary Pierre Salinger regarding Salinger’s trip to Brazil and meeting with President Goulart.
