This folder contains memoranda from Marcus Raskin, National Security Council Assistant for Disarmament and Nuclear Testing, to McGeorge Bundy, Special Assistant to the President for National Security Affairs, regarding foreign relations and nuclear weapons issues. Topics include disarmament negotiations between the United States and Soviet Union, the U.S. Ambassadorship to the Soviet Union, and the relation between counterforce and nuclear war. Also included in this folder is a transcript of a conversation between Raskin and numerous military strategists discussing an article by Arthur Waskow titled, “Unintended War.”
