This folder contains Walter W. Heller's correspondence with the Department of Health, Education, and Welfare (HEW). Types of material include letters, memoranda, reports, speeches, and charts. Correspondents include Wilbur J. Cohen (Assistant Secretary), Francis Keppel (Commissioner of Education), Anthony J. Celebrezze (Secretary of HEW), and Abraham Ribicoff (Secretary of HEW). The file also contains a revised draft presidential message on health, written jointly by the Council of Economic Advisers and the Bureau of the Budget; a statement by the Consumer Advisory Council concerning the Citizens Committee (Harvey Committee) report on the Food and Drug Administration; an unattributed article for the New Republic on the state of the nation's health; highlights of HEW activities for fiscal year 1961; a paper titled "Indicators of National Developments That Will Affect Future Health, Education, and Welfare Activities" (August 1961); and a draft paper on education and economic growth.

Segelhorst, and Morton J. Marcus; a Council of Economic Advisers memorandum of "Observations on State and Local Capacity to Finance Education"; a booklet titled "A Conversation on Education" with Robert M. Hutchins, published by the Center for the Study of Democratic Institutions; a memorandum summarizing various proposals for an administrative education program; a Bureau of the Budget staff paper on a new federal program in education; and an article by Theodore W. Schultz titled "Education and Economic Growth," published by the National Society for the Study of Education.

Willcox; Assistant Secretary (for Legislation) at the Department of Health, Education, and Welfare Wilbur J. Cohen; Assistant Secretary, Department of Health, Education, and Welfare James Quigley; Assistant Attorney General in the Civil Rights Division at the Department of Justice Burke Marshall; Civil Rights and Political Advisor and Deputy Chairman of the Democratic National Committee Louis Martin; Secretary of Labor W. Willard Wirtz; Special Assistant to the President Lawrence F. O’Brien; Special Counsel to the President Theodore Sorensen; and Assistant Special Counsel to the President Lee C. White. This meeting concerns civil rights issues, including the Interstate Commerce Commission, the Equal Accommodations Bill, the public school education bill, the timing of sending these bills to Congress, the legal steps of the Attorney General, and what information to include in the President’s message to the country. After the meeting ends, the rest of the recording is blank. This meeting was previously opened in the "Civil Rights 1963" release in the 1980s.
