This folder contains Walter W. Heller's correspondence with the Department of Health, Education, and Welfare (HEW). Types of material include letters, memoranda, reports, speeches, and charts. Correspondents include Wilbur J. Cohen (Assistant Secretary), Francis Keppel (Commissioner of Education), Anthony J. Celebrezze (Secretary of HEW), and Abraham Ribicoff (Secretary of HEW). The file also contains a revised draft presidential message on health, written jointly by the Council of Economic Advisers and the Bureau of the Budget; a statement by the Consumer Advisory Council concerning the Citizens Committee (Harvey Committee) report on the Food and Drug Administration; an unattributed article for the New Republic on the state of the nation's health; highlights of HEW activities for fiscal year 1961; a paper titled "Indicators of National Developments That Will Affect Future Health, Education, and Welfare Activities" (August 1961); and a draft paper on education and economic growth.
