Kennedy to Secretary of State Dean Rush concerning American exports to the Soviet Union. Memoranda from Special Counsel and speechwriter Theodore Sorensen and Special Assistant to the President for Congressional Relations and Personnel Lawrence "Larry" O'Brien concerning individual congressmen and pieces of legislation are found throughout. Topics include education, agriculture, tax reform, civil rights, foreign aid, and veterans' pensions. The folder was originally titled "10/63 Military pay, Veterans pensions, Wheat, CIA."
