In his speech the President identifies four ways that the nation can benefit from expanded exports: increased number of jobs, increase in nation's overall profits, an increase in international income, and a reduction or elimination of the nation's deficit in balance of payments program. He also explains that although export expansion primarily concerns individual firms, the Federal government retains certain responsibilities, such as: ensuring tax policies which promote increased efficiency, negotiating for the reduction of tariff and non-tariff barriers against American products, refraining from placing unnecessary barriers on exports, and furnishing positive assistance in the form of credits and guarantees. The President additionally urges his audience to consider foreign aid assistance programs as a different type of export.
