Sound recording of President John F. Kennedy’s remarks in the White House Rose Garden to a group of overseas mission directors of the Agency of International Development. In his speech President Kennedy thanks the mission directors for their service, and describes the country’s foreign aid programs as publically unpopular but civically essential.
