This folder contains correspondence to Clifford from George M. Elsey, Vice President of the American National Red Cross. Material forwarded by Elsey includes an historical overview of the White House Office and the Executive Office of the President from 1939 to 1960; and two papers by Richard Neustadt, "Reorganizing the Presidency in 1961: A Preview of the Issues" (September 1960), on government organization reform during the Kennedy transition, and "Presidency and Legislation: Planning the President's Program" (December 1955), on staffing issues during the early Eisenhower administration.
